Con gli aumenti torna la questione extraprofitti: Meloni decida da che parte stare
Ritornate nello scenario geopolitico internazionale del 2026 le tensioni belliche, stavolta cambiando i soggetti, è spuntata come nel 2023 la delicata questione degli extraprofitti e della loro tassazione. Tre anni fa sappiamo come è andata. Meloni era partita lancia in resta per una tassa sui profitti straordinari delle imprese energetiche e delle banche. Qualcosa è stato ottenuto nel primo caso, nulla nel secondo. La proposta sulle banche ha trovato subito l’opposizione di Forza Italia. Meloni ha fatto coraggiosamente marcia indietro. Alle banche è stato concesso di non pagare la tassa (qualche miliardo) trasformando il dovuto in capitale sociale, un bel regalo di cui subito i grandi banchieri hanno approfittato. La questione ora, con la benzina e il gasolio stabilmente sopra i due euro, si ripropone in termini ancora più tesi, e non facilmente risolvibili con giochetti contabili. In generale, il problema della tassazione degli extraprofitti presenta due aspetti: uno economico e uno morale, proprio nel senso del pensiero del celebre aquinate, il teologo medioevale Tommaso d’Aquino, ora molto citato a destra in campo economico. Sotto l’aspetto economico si va a vedere semplicemente chi paga e chi incassa. Sotto l’aspetto morale ci si chiede perché tassarli, cioè se sia giusto aumentare il carico fiscale sulle imprese che incassano questo profitti fuori dall’ordinario. Come dire: perché punire i più bravi? A prima vista sembra che la tassazione aggiuntiva sia ingiusta e dannosa. In realtà, a ben vedere, non è affatto così. Gli extraprofitti, quelli che ci interessano, si chiamano così non perché siano superiori a quelli ordinari, cosa che è ovvia, ma perché hanno un’origine diversa. Se il profitto extra deriva da nuove scoperte o dalle capacità manageriali, non c’è alcun problema. La questione sorge quando l’eccedenza straordinaria dei ricavi deriva da fattori esterni all’impresa del tutto fortunosi e imprevedibili. Questo è il caso, ad esempio, della guerra Usa-Iran che ha fatto aumentare il prezzo del barile. I colossi energetici hanno tratto da questa circostanza, come sempre, un enorme profitto. I dati sono inequivocabili con decine di miliardi piovuti come una manna nei bilanci aziendali. Ma, poi, le nuove tasse sono veramente dannose per le imprese? Qui la risposta è negativa. Gli extraprofitti, essendo una componente imprevedibile, non vanno a incidere sulle scelte ordinarie delle imprese che hanno già deciso con molto anticipo i loro piani di investimento. Quindi l’attività dell’impresa non ne è minimamente toccata. I profitti straordinari allora, se non generano nuovi investimenti, dove vanno a finire? Essenzialmente nelle tasche degli azionisti, e nei bonus dei manager, sotto forma di utili distribuiti o riacquisto di azioni proprie. I veri beneficiari degli extraprofitti non sono dunque le imprese ma gli azionisti, magari i grandi fondi esteri che se la ridono a nostre spese. Chiarito questo, la necessità della tassazione degli extraprofitti deriva dal fatto che le circostanze che li generano, cioè guerre, pandemie, disastri naturali, inflazione e altro, danneggiano la società intera. Mentre gli azionisti dei Eni, Enel e delle altre imprese energetiche se la godono, tutti noi subiamo l’aumento del prezzo dei carburanti. L’extraprofitto si qualifica come un guadagno ingiusto che deriva da un notevole danno patito dagli altri. La sua tassazione, e quindi il parziale ritorno alla collettività di risorse prelevate iniquamente, non solo è ampiamente giustificato sul piano morale, ma anche utile per l’economia. Se gli extraprofitti vanno agli azionisti evaporeranno nelle solite operazioni finanziarie, spesso del tutto speculative; se restituiti ai cittadini, si trasformeranno in spesa aggiuntiva che può aiutare l’economia. Anche il ragionamento economico, oltre che la riflessione etica, sostiene la necessità della tassazione dei profitti bellici, anche pesante. Il governo deve scegliere se stare dalla parte di quel 7% di cittadini che in Italia possiede azioni, ma forse anche molto meno in questo caso, oppure dalla parte del 100% di chi usa l’auto per le necessità lavorative quotidiane. La scelta per una vera statista dovrebbe essere ovvia. Inoltre Meloni ha da sempre rivendicato come punto fondamentale di un futuro programma economico della destra estrema la tassazione delle grandi banche e delle grandi imprese. Arrivata al governo, avrebbe potuto realizzare le sue decennali proposte, anche perché le circostanze ora sono propizie. Invece, è stata ammansita dal capitalismo finanziario ed energetico, rivelandosi una modestissima tigre di carta. Una volta di più risulta che il non far nulla, in questo caso essere dalla parte dei poteri forti contro i cittadini, sia il lasciapassare per la longevità del suo governo. Ma i giochi sono ancora aperti perché la legge di bilancio del 2027 sarà, per chi ha approvato il nuovo Patto di Stabilità e ha chiesto molti soldi in più per le armi, la più dura di sempre, e proprio nell’anno elettorale. Mi sono letto tutti gli articoli sul woke e ne ho tratto una pratica lista di errori
Non avendo un cazzo da fare da quando la Rai mi ha estromesso obbedendo al criminoso editto bulgaro berlusconiano (Anno Domini 2002), mentre le altre tv preferiscono non rischiare le liti temerarie dei potenti prepotenti (i quali, quindi, in pratica sono riusciti a togliermi di mezzo dopo 16 anni di processi intimidatori e costosi, peraltro da me vinti, anche perché in questo Paese non c’è verso che passi una qualsiasi legge anti-Slapp, e soprattutto perché è una nazione di don Abbondio); non avendo un cazzo da fare, dicevo, in vacanza mi sono letto tutti gli articoli sul woke pubblicati di recente dai giornali (impresa, sia detto, che non consiglio ai pivellini). Ne ho ricavato una pratica panoplia degli errori concettuali che diventano inevitabili quando si affronta in modo scanzonato un tema così complesso. Potete usarla per fare la tara agli articoli che avete letto finora e a quelli che vi capiterà di leggere d’ora in poi; e, se siete politici o giornalisti, per scrivere opinioni argomentate correttamente, nel caso. La regola di base è semplice: distinguere ciò che si osserva da ciò che si deduce, ciò che è possibile da ciò che è dimostrato e, soprattutto, non collazionare episodi eterogenei per ricavarne una teoria generale della crisi della sinistra o della rinascita della destra. Dire che fuori piove e non si trovano taxi non significa spiegare il diesel a 2 euro e 3. Buona lettura a tutti. A. Cosa stiamo chiamando woke? 1. Errore di definizione e classificazione. È uno dei problemi fondamentali dell’intera discussione. Si usa woke come se designasse un soggetto politico omogeneo, con un programma riconoscibile e una dottrina unitaria. Ma il termine viene utilizzato per indicare cose diverse: sensibilità antirazzista, femminismo, politiche LGBTQ+, teorie del genere, politiche DEI (Diversità, Equità, Inclusione), linguaggio inclusivo, cancel culture, pratiche militanti, &c. Il significato della parola può inoltre cambiare durante l’argomentazione. All’inizio, magari, woke indica una sensibilità contro razzismo, omofobia, discriminazioni; poi la categoria viene estesa a schwa, disclaimer, carriera alias, censura, modifiche artistiche, terminologia tecnica, &c. Senza stabilire quale caratteristica sia necessaria e sufficiente per appartenere alla categoria, è possibile classificare come woke praticamente qualsiasi episodio l’autore consideri tale. Da qui può nascere una forma di circolarità classificatoria: “X è woke perché appartiene alla sensibilità inclusiva”, e poi: “X dimostra che il woke è diventato folle”. Ma la prima proposizione è proprio ciò che dovrebbe essere dimostrato. La classificazione dei casi precede così la dimostrazione della natura del fenomeno. Errore: utilizzare una categoria elastica e non definita per classificare i casi e poi utilizzare i casi così classificati come prova della categoria. 2. Errore di aggregazione. Fenomeni differenti vengono messi insieme come se costituissero un unico movimento. Possono avere origini diverse, protagonisti diversi, obiettivi diversi, strumenti diversi, peso istituzionale diverso. Possono inoltre essere prodotti da attivisti, università, aziende, teatri, multinazionali dell’intrattenimento, istituzioni europee, editori, registi, amministrazioni pubbliche. Una campagna contro la discriminazione razziale, una richiesta di rimozione di un professore, una modifica di un modulo universitario, una linea guida linguistica e una decisione aziendale non diventano lo stesso fenomeno soltanto perché vengono ricondotti all’etichetta woke. Il problema è questo passaggio: alcune pratiche associate a un certo ambiente = un unico ambiente ideologico = il woke. Anche ammesso che tutti gli esempi siano correttamente classificati come woke, non segue che il fenomeno complessivo possieda le caratteristiche degli esempi più eccentrici. Errore: trasformare una costellazione di fenomeni eterogenei in un unico fenomeno o soggetto collettivo. 3. Errore di reificazione. La conseguenza estrema dell’aggregazione è trasformare una categoria polemica in un soggetto reale. Si comincia dicendo: “Parliamo di woke” e si finisce dicendo: “Il woke ha fatto questo” oppure “Il wokismo produce…” oppure “il wokismo ha fatto un favore a Vannacci”. Ma chi lo ha fatto? Quale organizzazione, università, partito, associazione, amministrazione? E quanti casi? Una categoria giornalistica o polemica viene così trasformata in un agente storico dotato di intenzioni. Errore: trasformare un’etichetta descrittiva o polemica in un soggetto politico concreto. 4. Errore di attribuzione genetica. Fenomeni diversi non vengono soltanto aggregati, ma vengono presentati come sviluppi interni di un unico fenomeno. La sequenza è: wokismo, deriva, degenerazione. Ma se il rapporto di derivazione non viene dimostrato, la parola “degenerazione” contiene già il risultato della classificazione. Errore: attribuire a fenomeni differenti un rapporto di derivazione che non è stato dimostrato. B. Quanto è diffuso, rappresentativo e rilevante ciò che osserviamo? 5. Errore dell’aneddoto, della rappresentatività e del cherry picking. Un episodio reale dimostra che quell’episodio è avvenuto, non dimostra ipso facto che il fenomeno sia diffuso, maggioritario, rappresentativo, istituzionalmente dominante e/o caratterizzi la sinistra nel suo complesso. L’errore diventa evidente quando vengono selezionati apposta gli episodi più spettacolari (“Ecco dieci casi assurdi”) quando la questione da dimostrare è: “Quanto è assurdo il fenomeno nel suo complesso?”. La selezione di casi estremi non è illegittima in sé, ma lo diventa se utilizzata per rappresentare l’intero fenomeno. Gli episodi eccentrici, inoltre, sono più memorabili (statue abbattute, schwa, disclaimer Disney e finale cambiato della Carmen), mentre le migliaia di pratiche inclusive ordinarie non fanno notizia. Si produce così anche un bias di disponibilità: ciò che viene ricordato facilmente viene percepito come più frequente di quanto sia. Errore: inferire la natura o la frequenza di un fenomeno dalla sua componente più spettacolare e visibile. 6. Errore quantitativo. L’esistenza di un fenomeno, la sua frequenza, la sua proporzione, il suo peso istituzionale e la sua rilevanza politica sono proposizioni diverse. Che esistano 100 casi non significa che siano milioni. Che esistano milioni di discussioni online non significa che abbiano un corrispondente peso nelle istituzioni. Che un fenomeno esista non significa che sia politicamente determinante. La domanda corretta non è soltanto: “Il fenomeno esiste?”. Occorre chiedersi anche: “Quanto è diffuso? Quanto è rappresentativo? Quanto pesa nelle istituzioni? Quanto incide effettivamente sulla politica?”. Errore: confondere l’esistenza di un fenomeno con la sua frequenza, rappresentatività o rilevanza politica. 7. Errore di causalità mediatica. La visibilità mediatica può essere una variabile indipendente dalla consistenza reale del fenomeno. Errore: inferire la dimensione reale di un fenomeno dalla sua visibilità mediatica. 8. Errore di ambiguità della categoria “mainstream”. L’espressione “cultura mainstream” sembra identificare un soggetto culturale chiaramente individuabile, ma non stabilisce che cosa significhi mainstream. Può indicare: maggioranza elettorale, cultura popolare, media più seguiti, opinione pubblica, istituzioni culturali, grandi aziende, università, industria dell’intrattenimento. Sono realtà diverse e possono muoversi in direzioni opposte. Dire che una posizione è “mainstream” non dimostra né che sia maggioritaria né che sia dominante. Errore: utilizzare “mainstream” come sinonimo indifferenziato di maggioranza, egemonia culturale, popolarità o potere istituzionale. 9. Errore dell’argomento storico assoluto. Il contro-argomento “Abbiamo ancora Mussolini sull’obelisco, quindi in Italia non esiste cancel culture” non regge. L’esistenza di un monumento conservato non dimostra l’assenza di altre forme di censura. È semplicemente un caso contrario, non una confutazione generale. Errore: utilizzare l’esistenza di un singolo controesempio per negare l’esistenza di un fenomeno più generale. (1.
