Bce: “Con la guerra rischi su inflazione, crescita e risparmi. Famiglie e imprese sempre più riluttanti a spendere”
La Banca centrale europea ha pubblicato il suo bollettino economico con i timori per l’impennata dei prezzi in cima all’agenza dei problemi, con il rischio di un rialzo dei tassi d’interesse per il credito a famiglie e imprese. Ma l’istituto di Francoforte allontana il pericolo: “Nella riunione del 30 aprile 2026 il Consiglio direttivo ha deciso di mantenere invariati i tre tassi di interesse di riferimento della Bce. Le nuove informazioni sono sostanzialmente in linea con la valutazione precedente circa le prospettive di inflazione”. Tuttavia, scrive la Bce, “i rischi al rialzo per l’inflazione e quelli al ribasso per la crescita si sono intensificati”. L’obiettivo per la Bce stabilizzare l’aumento dei prezzi al 2 per cento: ad aprile è scesa al 2,2%. Secondo l’Eurotower, “le aspettative di inflazione a più lungo termine rimangono saldamente ancorate, benché quelle sugli orizzonti temporali più brevi siano aumentate in misura significativa”. Ovvero, sui tempi lunghi poche preoccupazioni. Ma nel breve la guerra in Iran alimenta il rialzo dei prezzo. Le aspettative d’inflazione sono uno dei parametri che la Bce usa nel decidere i tassi d’interesse. Nuovi choc energetici rischi sui risparmi della famiglie Secondo la Bce, un deterioramento delle condizioni energetiche simile a quello registrato nel 2022-2023 potrebbe frenare il Pil dell’Eurozona e allo stesso tempo riaccendere pressioni inflazionistiche. L’Eurotower osserva che il nuovo aumento dei prezzi dell’energia e la maggiore incertezza legata al conflitto stanno riaprendo rischi sull’andamento del risparmio delle famiglie. Dopo il calo dai picchi post-pandemia, il tasso di risparmio è infatti tornato a salire rapidamente nel 2022 e nel 2023, restando elevato anche nel 2024. Il modello macroeconomico della Bce indica che un nuovo shock energetico farebbe aumentare l’inflazione di 0,4 punti percentuali nel 2027, soprattutto per effetto della componente energia, e ridurrebbe la crescita di 0,1 punti percentuali. Parallelamente, un aumento dell’incertezza dei consumatori avrebbe “effetti trascurabili” sull’inflazione ma taglierebbe la crescita di 0,3 punti percentuali. La Bce sottolinea inoltre che gli effetti sarebbero distribuiti in modo diseguale tra le famiglie: quelle a basso reddito subirebbero l’impatto maggiore in caso di shock energetico, mentre le famiglie più ricche ridurrebbero maggiormente i consumi in presenza di un aumento dell’incertezza. Secondo l’Eurotower, se shock energetici e aumento dell’incertezza dovessero materializzarsi contemporaneamente, “l’effetto combinato potrebbe esercitare un freno significativo sulla crescita”, accompagnato da pressioni al rialzo sull’inflazione. Famiglie e imprese riluttanti a spendere Secondo il bollettino, le prospettive economiche sono molto incerte e dipenderanno dalla durata della guerra in Medio Oriente. Soprattutto, dall’intensità dei suoi effetti sui mercati dell’energia e delle altre materie prime, nonché sulle catene di approvvigionamento mondiali. In prospettiva, ci si attende che gli elevati costi dell’energia continuino a incidere sui redditi reali, accentuando la riluttanza di famiglie e imprese a consumare e a investire. Sebbene la disoccupazione sia rimasta prossima ai minimi storici a marzo, la domanda di manodopera si è ulteriormente ridimensionata. Nel contempo, la tenuta dei bilanci delle famiglie e la riduzione della dipendenza energetica potrebbero attenuare, in parte, l’impatto di tali fattori. Gli investimenti delle imprese dovrebbero, nel complesso, continuare a sostenere la crescita, in considerazione della maggiore spesa pubblica per difesa e infrastrutture e della crescente quota di investimenti nelle nuove tecnologie digitali. “Queste condizioni di partenza favorevoli attenuano, in qualche misura, le ripercussioni della guerra”, aggiunge. Inflazione sotto controllo, ma prezzi in rialzo per energia e alimentari Malgrado i rischi al rialzo, secondo la Bce “le misure dell’inflazione di fondo sono rimaste pressoché invariate”: un lieve rialzo al 2,6 per cento, dal 2,5 di gennaio. Anzi l’inflazione è scesa al 2,2% ad aprile, ma al netto di alimentari ed energia. Quest’ultimo settore ha segnato un +10,9%. Per decidere un aumento dei tassi, la Bce deve vedere una diffusione ampia dell’inflazione e un ‘disancoramento’ delle aspettative. “I prezzi dell’energia si confermano altamente volatili a seguito delle interruzioni del trasporto marittimo che attraversa lo Stretto di Hormuz”, si legge nel bollettino della Bce. “Le quotazioni del greggio di qualità Brent sono salite del 9 per cento, raggiungendo i 120 dollari al barile. I prezzi si confermano altamente volatili, in quanto il clima di fiducia del mercato ha oscillato tra l’ottimismo circa la potenziale riapertura dello Stretto di Hormuz, in particolare dopo l’annuncio del cessate il fuoco concordato tra gli Stati Uniti e l’Iran all’inizio di aprile, e il pessimismo seguito all’intensificarsi delle tensioni, anche a causa di attacchi alle petroliere”. Il conflitto “si sta ripercuotendo sulle economie importatrici di energia, mentre l’impatto più ampio sul commercio mondiale, finora, è rimasto contenuto”, scrive l’Istituto nel suo bollettino. Le minori esportazioni di energia dal Golfo incidono sui settori ad alta intensità energetica e Giappone, Corea del Sud e India sono i paesi più esposti. Sebbene le riserve fungano da ammortizzatori nel breve termine, iniziano a emergere i primi segnali di tensione, tra cui tempi di consegna più lunghi e pressioni al rialzo sui prezzi. Stabili i prezzi dei beni non energetici Per contro, le interruzioni del commercio di beni non energetici sono state contenute. Il traffico attraverso lo Stretto di Hormuz rappresenta solo una piccola parte della capacità di trasporto marittimo mondiale e, per far fronte ai rischi precedenti, il commercio attraverso il Canale di Suez era già stato reindirizzato. Di conseguenza, i costi di trasporto dei beni non energetici sono rimasti sostanzialmente stabili. Il PMI relativo agli ordinativi dall’estero indica una robusta dinamica dell’interscambio all’inizio del 2026, anche se il calo registrato a marzo segnala un possibile rallentamento. Nel secondo trimestre la crescita del commercio mondiale potrebbe scendere da circa l’1,2 per cento sul trimestre precedente osservato all’inizio del 2026 a circa lo 0,6 per cento. Sebbene il conflitto possa comunque ripercuotersi sulle catene di approvvigionamento attraverso le esportazioni di beni non energetici dal Golfo, l’esposizione resta contenuta. Tali esportazioni rappresentano meno dell’1 per cento delle importazioni nella maggior parte delle economie e circa l’1 per cento del commercio mondiale, suggerendo un impatto inferiore rispetto a quello delle precedenti interruzioni verificatesi in Asia orientale. I rischi si concentrano su prodotti specifici, quali l’elio e il metanolo, di cui i paesi del Golfo detengono ampie quote di mercato, con potenziali ricadute su particolari settori, come il comparto dei microchip e quello aerospaziale. I dati definitivi dell’Istat confermano: ad aprile è arrivata sugli italiani la stangata causata dalla guerra in Iran innescata da Usa e Israele e dal conseguente blocco dello stretto di Hormuz. L’inflazione è salita dell’1,1% su base mensile e del 2,7% su base annua, contro l’1,7% di marzo. Un po’ meno rispetto alla stima preliminare (2,8%) diffusa a fine aprile, ma il segnale è preoccupante. “Un rialzo choc. È un record che non si registrava dal settembre 2023, mentre il balzo di quella mensile che decolla dell’1,1% è un primato che non si aveva addirittura dall’ottobre del 2022 per via della guerra in Ucraina“, nota il presidente dell’Unione nazionale consumatori, Massimiliano Dona, commentando i dati Istat. Il carrello della spesa, cioè i beni alimentari, per la cura della casa e della persona, sale a +2,3% (da +2,2% di marzo). I prodotti ad alta frequenza d’acquisto rincarano del 4,2% (da +3,1%). “L’inflazione tendenziale a 2,7%”, dice Dona, “significa, per una coppia con due figli, un aumento complessivo del costo della vita pari a 1.024 euro su base annua, 269 euro per i soli Prodotti alimentari e le bevande analcoliche, 286 per il carrello della spesa. Per una coppia con un figlio, la spesa aggiuntiva annua totale è pari a 940 euro, 236 euro soltanto per cibo e bevande, 252 per il carrello. In media, per una famiglia la sberla è di 731 euro, 185 per mangiare e bere”. Il Fondo monetario internazionale la settimana scorsa ha stimato un impatto di 450 euro nello scenario base e 2.270 euro in quello grave. Tornando ai dati, l’aumento dei prezzi anno su anno riflette principalmente la netta risalita registrata per gli energetici non regolamentati (da -2% a +9,6%), quelli regolamentati (da -1,6% a +5,3%) e gli alimentari non lavorati (da +4,7% a +5,9%). Rallentano invece i prezzi dei servizi ricreativi, culturali e per la cura della persona (da +3% a +2,6%) e di quelli relativi ai trasporti (da +2,2% a +0,6%). L’inflazione di fondo, al netto degli energetici e degli alimentari freschi, mostra invece un rallentamento (da +1,9% a +1,6%), come anche quella al netto dei soli beni energetici (da +2,1% a +1,9%). Anche nel confronto mensile la variazione dell’indice generale risente prevalentemente dell’aumento dei prezzi degli energetici non regolamentati (+5,4%), degli alimentari non lavorati (+2%), dei servizi relativi ai trasporti (+1,7%) e di quelli ricreativi, culturali e per la cura della persona (+1,4%). Effetti solo in parte compensati dalla diminuzione dei prezzi degli energetici regolamentati (-0,3%). L’indice armonizzato dei prezzi al consumo (Ipca) evidenzia una variazione pari a +1,6% su base mensile, per effetto della fine dei saldi stagionali di cui il Nic non tiene conto, e a +2,8% su base annua (da +1,6% del mese precedente). La stima preliminare era +2,9%. L’indice nazionale dei prezzi al consumo per le famiglie di operai e impiegati (Foi), al netto dei tabacchi, registra una variazione congiunturale pari a +1,0% e una tendenziale di +2,6%.
